A procedural motion by Georgia Republican Paul Broun that would have capped highway spending at $37.5 billion for the fiscal year failed Friday in a lopsided vote.

Broun’s motion, which conservative groups Heritage Foundation and FreedomWorks promised to score as key votes in their next legislative rankings, flopped by a margin of a 241 votes, 323-82.

A full 145 House GOP’ers voted against the measure.
